Why Understanding Fees Matters for Preschool Parents
Choosing a preschool or childcare centre for your child is an important decision, one that goes beyond selecting a learning environment. For many parents, understanding the costs involved is just as critical.
While advertised fees often cover the essentials, there are usually additional expenses to consider. By planning ahead, families can budget more effectively and make informed choices that balance quality education with affordability.
What Base Preschool and Childcare Fees Usually Cover
When parents look at the fees charged by preschools or childcare centres, the amount generally includes a few key components that form the foundation of the service.
These typically cover:
Programme
This refers to the core learning programme offered by the preschool or childcare centre, including structured activities and lessons designed to support your child’s development.
Meals
Most centres provide meals such as breakfast, lunch, and tea breaks. This ensures that children receive proper nutrition throughout the day while in preschool.
Learning Materials
Books, worksheets, and basic classroom supplies are usually included in the base fees, supporting your child’s learning activities.
Additional Expenses Parents Should Plan For
While base fees cover the essentials, there are other costs that may arise throughout the year.
Parents should be mindful of these extras when budgeting for preschool or childcare:
Uniforms
Many preschools and childcare centres require children to wear uniforms, which are purchased separately from the base fees.
Excursions
Field trips, learning journeys, and cultural outings are often organised to enrich learning, but they usually come with additional charges.
Enrichment Classes
Optional programmes such as speech and drama, coding, music, or sports may be offered at an extra cost for parents who wish to expand their child’s learning opportunities.
How Childcare Subsidies and Financial Support Can Offset Costs
To ease the financial load, the Singapore government provides subsidies and assistance schemes that help families manage preschool and childcare fees. These forms of support can make a significant difference in reducing out-of-pocket expenses.
Basic and Additional Subsidies
In Singapore, working mothers with children enrolled in licensed childcare centres automatically qualify for a Basic Subsidy. This subsidy reduces monthly school fees by up to $600 for infant care and $300 for childcare, making early education more affordable.
Families may also be eligible for an Additional Subsidy, which is income-tested. This provides greater fee relief for lower- to middle-income households, offering up to $710 for infant care and $467 for childcare each month, depending on the household income. These subsidies significantly reduce out-of-pocket costs, helping families manage the ongoing expense of childcare.
Example 1: Infant Care
A dual-income family enrolls their 8-month-old in infant care, with fees set at $1,400 per month. With the Basic Subsidy of $600, the payable amount drops to $800. If the household income qualifies for the Additional Subsidy, they may receive another $500 in support, bringing their out-of-pocket cost down to just $300 per month.
Example 2: Childcare
A middle-income family sends their 3-year-old to childcare with a monthly fee of $1,000. With the Basic Subsidy of $300, fees reduce to $700. If eligible for an Additional Subsidy of $250, their payable amount is further reduced to $450 per month.
These examples show how subsidies can make a significant difference in reducing financial pressure on families.
Financial Assistance Schemes
Beyond subsidies, the government provides further support through financial assistance schemes. Families who may still face challenges covering preschool or childcare fees can apply for the Childcare Financial Assistance (CFAC) scheme. This is designed for lower-income households and provides extra fee relief to ensure children are not deprived of quality early education due to financial constraints.
Together, these subsidies and assistance schemes demonstrate Singapore’s commitment to supporting families and ensuring that early education remains accessible to all, regardless of financial background.
